PLACEMAKING BY RESPONDING TO HISTORICAL PRECEDENTS, PRESENT DAY CHALLENGES & FUTURE OPPORTUNITIES

Site intensification through a 25-storey mixed-use build that incorporates the existing armoury building into the podium and proposed Moss Park Revitalization plans, as well as takes advantage of a future transit node—the Metrolinx Ontario Line Station. The unit mix features a limited housing co-op, as well as affordable and at-market rentals, with a covered pedestrian walkway connecting the proposed housing with future community centre. Historical tensions between military and the area’s large unhoused population are set to be ameliorated through reciprocal and site-specific programming.
The site is situated at a point of intersection: literally at the busy street corner of Jarvis/Queen, and figuratively with military and civilian populations and, from a development perspective, with overlapping levels of government ownership and investment. As crown land, the Federal Government owns the site and Armoury building and are responsible for military programming; adjacent Moss Park (community centre and social infrastructure) is owned by the City, as well as nearby Toronto Community Housing towers; and the Province owns Metrolinx who will bring a new Ontario Line Station to Moss Park. The proposal calls for tri-level government involvement.
Objective: Research underutilized sites and propose a redevelopment plan that responds to site context, answers pressing social needs, and leverages untapped opportunities. Conduct stakeholder analysis & explain land value capture (LVC) instruments used.

Note: Project was submitted June 3, 2021. Since that time, the City's Moss Park development plans have evolved and Metrolinx's subway station is underway.
